Performs professional work in the procurement of commodities, supplies, services and equipment and provides technical support in a central procurement activity for the County.
This position reports to the Buyer Supervisor and work is reviewed upon completion for adherence to established policies, procedures and results achieved.
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
Reviews and processes purchase requisitions, delivery orders, change orders, sole source and emergency purchases for item descriptions, quantities, adequacy of specifications, insurance requirements and estimates of cost accuracy and conformance with County policies and procedures.
Analyzes procurement specifications and conducts negotiations for the procurement of goods and services. Seeks maximum competition in expenditure of public funds with fairness and integrity.
Creates, coordinates and implements term contracts for goods, services and minor construction. Participates in the tabulation and analysis of quotations to determine the maximum cost savings options for the County. Prepares required reports.
Provides contract administration support to customers to address any vendor/contractor performance issues.
Responds to inquiries regarding procurement and related activities. Interprets and clarifies contract provisions, procurement processes and legal responsibilities to customers and contractors.
Researches and advises users on market trends, new goods and services and alternative sources of procurement. Provides training and technical assistance to users on system requirements.
Performs other related duties as assigned.
Bachelor's degree from an accredited institution and two (2) years of experience in procurement or business related field, or an equivalent combination of education or experience on a year for year basis.
NIGP Certified Procurement Professional (NIGP-CPP).
UPPCC Certified Professional Public Buyer (CPPB) or equivalent.
